Border Crossing Requirements
Crossing from Croatia to Montenegro by boat requires:
Documents Needed
- Valid passport for all passengers (ID cards accepted for EU citizens)
- Boat registration papers (we provide these)
- Charter agreement (we provide this)
- Crew list — names and passport numbers of all aboard
Border Procedure
- Stop at Dubrovnik’s Gruž Harbor to clear Croatian exit (or arrange radio clearance)
- Cruise to Herceg Novi, Montenegro
- Stop at the Port Authority office to clear Montenegrin entry
- On return, reverse the process
Important: Border offices close at varying times. Confirm hours before your trip. Generally open 7:00 AM – 10:00 PM in summer.
Recommended Routes
Route 1: Herceg Novi Only (Half-Day)
Duration: 4–5 hours total
Best for: Limited time, first Montenegro visit
Herceg Novi is the first Montenegrin town you’ll reach. Its Venetian old town, fortress, and waterfront cafes make for a pleasant stop. Clear border formalities, explore for 2 hours, then return.
Route 2: Perast and Our Lady of the Rocks (Full Day)
Duration: 8–10 hours
Best for: Photography, history, dramatic scenery
Cruise deep into the Bay of Kotor to Perast, one of the most picturesque towns on the Adriatic. Visit the artificial island of Our Lady of the Rocks (Gospa od Škrpjela) — built by sailors over centuries. The bay narrows dramatically as you approach Perast, with mountains rising sheer from the water.
Route 3: Kotor Complete (Full Day)
Duration: 10–12 hours
Best for: Complete Montenegro experience
Continue past Perast to Kotor, the fortified town at the bay’s innermost point. Dock at the marina, explore the UNESCO-listed old town, and optionally hike to the fortress for panoramic views. This is the most ambitious but most rewarding option.

Not recommended: Smaller boats (under 6m) aren’t suitable for the open water crossing and long distances.

- Montenegro port fees: €20–30
- Lunch in Montenegro: €15–30 per person (Perast has excellent seafood)

- Check weather — Open water crossing can be rough in strong winds
- Carry cash — Montenegro uses Euros, but some small vendors are cash-only
- Book skipper for first trip — If you’re unfamiliar with border procedures, our skipper handles everything

Yes, if you:
- Have a valid boating license (ICC, RYA, etc.)
- Are comfortable with 2+ hour open water crossings
- Can navigate border formalities
